Tension is growing over trash, needles and human waste spread along the railroad tracks that run through Manchester. Manchester police said they can address trespassing on private property and illegal activity, but they said the trash cleanup along the tracks is the railroad’s responsibility. Manchester police have a team of five officers dedicated to the issue and say they receive 40 to 50 emails per week about the trash, needles and human waste in the area. Next week, the railroad police are scheduled to perform a cleanup of the tracks.
